Horseshoe Construction, Inc is an industry leading pipe rehabilitation company that has installed millions of feet of pipe, by pipe bursting and sliplining methodology, in water, wastewater, and energy markets. Since being founded in 1992, Horseshoe Construction remains under the leadership of its founder, James “Rick” Holt. Horseshoe provides methodology and products that reduce environmental, social, and financial impacts on pipeline infrastructure stakeholders.

James “Rick” Holt

President and CEO

James “Rick” Holt is the Founder, President, and CEO of Horseshoe Construction, Inc., a nationally recognized leader in trenchless pipeline rehabilitation. A United States

Marine Corps veteran, Rick founded Horseshoe Construction in 1992 after gaining years of hands-on experience in the underground utility industry through his family’s business. Under his leadership, Horseshoe has grown from a small Texas-based contractor into a multi-state operation known for excellence in pipe bursting, sliplining, and open trench utility installations.

With nearly 40 years of industry experience, Rick has been instrumental in establishing Horseshoe's reputation for safety, quality, and innovation. His leadership is grounded in

a deep understanding of field operations and a commitment to integrity, hard work, and service—values rooted in both his military background and decades of entrepreneurial success.

Rick studied History at Ouachita Baptist University before launching his career in construction. Today, he continues to lead Horseshoe with the same passion and vision

that have shaped the company since its founding more than three decades ago.

Bradley King

Vice President and COO

Dr. Bradley King serves as Chief Operating Officer and Acting Chief Financial Officer at Horseshoe Construction, Inc. With nearly 30 years of experience in underground utility construction, Dr. King leads operations and financial strategy across Horseshoe’s multi-state trenchless infrastructure projects. His expertise spans a full range of rehabilitation technologies, including pipe bursting, sliplining, HDD, CIPP, and tunneling.

After serving in the armed forces, King earned a Bachelor of Science in Engineering

Technology from Missouri Western State University, focusing on trenchless methods. He furthered his education with an MBA emphasizing Accounting from Louisiana State University at Shreveport and a Doctor of Business Administration from the University of the Incarnate Word. His leadership combines technical knowledge with business acumen, helping to drive operational efficiency, financial sustainability, and long-term

growth for the company.

Beyond his corporate responsibilities, Dr. King also serves on the Board of Directors for the North American Society for Trenchless Technology (NASTT) South Central Chapter

and is actively involved in advancing industry training and education through conference presentations and trenchless best practices seminars.

Kerry McMahon

General Counsel

Kerry Marc McMahon serves as General Counsel at Horseshoe Construction, Inc., a national utility infrastructure contractor headquartered in Bryan, Texas. With over 25 years of legal experience, McMahon specializes in construction law, commercial litigation, arbitration, contracts, and creditor-debtor matters.​ McMahon earned his Juris Doctor from Texas Tech University School of Law in May 1996 and has been licensed to practice law in Texas since November 1, 1996. He is admitted to practice before the U.S. Court of Appeals for the Fifth Circuit and the U.S. District Court for the Southern District of Texas.​

Prior to his current role, McMahon held the position of Senior Litigation Counsel at KBR, Inc., where he managed complex legal matters in the construction and engineering sectors.

In his role at Horseshoe Construction, McMahon oversees the company's legal affairs, ensuring compliance and managing legal risks associated with utility infrastructure

projects.
